The boys had swum out to the rock in children's rubber rings and were on the top of the outcrop.
A lifeboat spokesman said: "It would have taken them a while to swim back and they were only in kiddie's rings. We were asked to bring them back while we were there rather than get called back again."
Martin Roberts and Martyn Jenkins, who were passing in the speedboat B Happy, saw the rescue from Shag Rock.
Martin said: "There were three boys with those big inflatable rings. They were right up on the top of the rock and it was taking them a bit of a while to get down."
