The incident, which is not being treated as suspicious, disrupted services on the main line through Devon and Cornwall for several hours.
The line was closed and services were halted, with trains turned around at Exeter St Davids and Newton Abbot.
British Transport Police released the Plymouth to Edinburgh train involved in the incident at around 4.30pm, almost one-and-a-half hours late.
A spokesman said: "BTP officers were called to Dawlish Warren rail station today following a report of a man being struck by a train.
"Officers from BTP and Devon and Cornwall Police attended the incident, which was reported to police at 3.21pm, and is currently being treated as non-suspicious.
"Medics from the South Western Ambulance Service also attended, but the man was pronounced dead at the scene. Enquiries are ongoing to establish the identity of the man and inform his family.
"A file will be prepared for the coroner."
Western route train control managers worked into the evening on plans to recover the service.
