Eight hundred youngsters entered the competition after attending the special photo sessions held in Torquay, Paignton, Newton Abbot and Totnes.
But there could only be three winners.
After thousands of votes were cast, the overall winner and winner of the birth to nine months category was 36-week-old Elspeth Herring, who lives with her parents in Shiphay, Torquay.
Elspeth won £300, a trophy and a framed print.
Proud mum Natalie Herring, 30, said: "It was absolutely fantastic for Elspeth to win. We were excited just getting past the first round.
"She was very good when having her picture taken, she loves the camera."
Harrison Legg won the 10 to 18 months category.
Speaking from her home in Highfiled Crescent, Paignton, mum Katie said: "I was really chuffed that Harrison won. We didn't expect to win.
"I have put the money into Harrison's bank account, so when he is older and understands he can spend it on something he wants."
Winner of the 19 months to four years old category was Shakazia Sexton, of Wembury Drive, Watcombe, Torquay.
Her mum Shanna Sexton, 22, said: "It was brilliant to win, Shakazia was really excited about getting a trophy."
Shakazia added: "It was good to win."
Both category winners received £100, a trophy and a framed print.
