Work on a new college could start within the next five years if the Government approves the ambitious council bid. The scheme is part of an £80million bid involving the rebuilding of four Devon secondary schools.
The others are at Chulmleigh, Tiverton and Ilfracombe.
The Dartmouth bid involves replacing the community college along with work to revamp Dartmouth Primary School which is sited on the same 'learning campus' in Milton Road.
The money the county council is chasing is from the Government's Building Schools for the Future pot.
The county council will have to find 10 per cent of the bid itself and it will have to wait until the New Year to find out if it has been successful.
The county council's deputy leader and executive councillor for children's service, John Smith, said: "We have put together what we think is a sensible set of proposals for schools which badly need to be replaced. We think these schemes would also make a major contribution to economic and social regeneration in these towns and so have a positive impact on a range of services."
New headteacher of Dartmouth Chris Long said: "I am delighted although I am not popping the champagne yet,"
The project will have to get approval from the Department for Education and Skills.
"I will be delighted if it happens. It's what the children here need and it's what the community need."
