Metters is league's young star
Metters, who was 18 in September, won the award for his consistent performances with bat and ball for the Newton Abbot side and the Devon teams.
County captain Bob Dawson talent-spotted Metter playing for the U17 and U21 teams last season and fast tracked him into the senior side.
Warwickshire and Essex, where former South Devon spinner John Childs is the academy coach, both invited Metters to play for them in 2nd XI games last season.
Metters is following in some famous footsteps by winning the award. Previous holders have been Mark Lathwell of Braunton and Paignton's Chris Read, both of whom went on to play for England.
Metters was presented with the trophy by former Notts and England batsman Derek Randall at last night's awards dinner in Exeter.
A talented all-round sportsman, Metters has been on Exeter City and Torquay United's books as a youth player and is currently turning out for Buckland Athletic in the South West Premier League.
The player of the year award went to Plymouth's Dave Burke, who was the leading wicket taker in the Premier Division with 38 wickets and averaged more than 40 with the bat.
Burke broke two landmarks last season: 400 league wickets and 3000 league runs. He has played 203 games for Plymouth since joining them from Roborough in 1996.
Brixham captain Andy Pugh was not present to receive the A Division batting award for his 547 runs at 68.38.
Bovey Tracey skipper Chris Bradley had plenty to celebrate. Not only did he lead his side back into the Premier Division as A Division champions, he was the top bowler with 13 wickets at 7.87 each.
Among the other award winners were Abbotskerswell's Marcus Green, who topped the B Division bowling lists with 42 scalps captaining the side to promotion.
Bovey Tracey's James Mason (69.75) was the A Division 2nd XI's leading batsman. Paignton's Rob Shergold (10.95) took the bowling honours in the division.
